First and foremost, a temporary immigrant coming through the system is there because a business has indicated that they can't find labour in Canada. There are bad actors that we hear of all the time and, of course, they need to be pursued as aggressively as the government can, but in every case when there is an application, a business is struggling to find labour. When you see a broad-based reduction to that level across the country, treating all regions the same, that makes it very hard for businesses to operate.
For example, if you take temporary applications in Toronto, we understand the politics of that, but the businesses on one side of Toronto can be completely different from those on another side of Toronto. That's amplified even more if the business is up in Thunder Bay or in rural parts of western Canada, Atlantic Canada or Quebec. We're hearing from business and community leaders from Thunder Bay and right across the country that the reduction in temporary workers for key sectors is hurting business and should be re-evaluated as quickly as possible.
