For any study, the Library is going to prepare a proposed witness list, which can be used by the members as they're putting together their own witness lists. The timelines here were a little backwards in that members submitted their witness lists prior to the Library's list going out. We have not finalized anything; those are simply for your consideration.
For us to go through and slot witnesses into a work plan, we need to know if the committee wishes to have the study for six, eight or 10 meetings.
Different committees have different processes for determining how to slot witnesses into the work plan. On some committees it's strictly proportional, based on party. For that we would then go through the witness list that has been submitted by each party and slot the witnesses into the work plan.
Our understanding is that nothing has been finalized. The list that was sent by the Library of Parliament is simply a list of witnesses the committee may wish to consider as it's putting the study together.
