I'm not a trade lawyer by any stretch, but what I can say is that the feedback from my members who deal with this on a daily basis is that they believe that this is something that has extended beyond the notion of what the 232 tariffs were. This does extend into, essentially, a tariff on the value-added, the labour, the intelligence and the person-hours that are brought into any of the products that are shipped throughout the United States.
I won't speak specifically on the illegal nature of that, but it does seem to extend beyond the notion of what the 232 tariffs should be instilled for.
