Meta does have an enforcement mechanism to take something down quickly, like an article that was harmless and in fact would have actually added to the quality of life of people and society.

The unreported document showed that Meta “failed to identify and stop an avalanche of ads that exposed Facebook, Instagram and WhatsApp’s billions of users to fraudulent e-commerce and investment schemes, illegal online casinos, and the sale of banned medical products.”
