The bill says that future changes to the spectrum policy framework must “give priority to connectivity” particularly in rural and remote areas and along “numbered roads”. How should that priority be balanced against the other objectives of the spectrum policy, such as affordability, competition, investment, innovation and the efficient use of spectrum?
