Would you recommend any negative incentives to ISED, which does control? Would you be able to recommend that to them by saying, “This carrier is not doing what it's supposed to do”?
This is what Canadians are facing. There have to be some consequences. I agree about the positive incentive, for sure, but there should be negative incentives as well.
