We're not able to do that as the CRTC, because we don't oversee spectrum. However, this committee, in its last meeting, spoke a lot about incentives and how we can create incentives. That's the area where the CRTC is focused. It's how we can create incentives for carriers to build, both where there is a business case and where there isn't a business case.
