There are certainly issues of machinery to consider. While a good interaction with the Prime Minister is important, it isn't actually the Prime Minister who brings issues to the cabinet table; it's a minister. I think you need access to both the Prime Minister and the minister, who can then take issues that you've developed along that. It was felt that this would help.
