It should protect those particular purposes. If there are other consumer protection issues to be resolved, they can be resolved in a different forum and via different regulations and legislation.
However, for this purpose, the core idea is that copyright protection—which exists for particular reasons—shouldn't get in the way of consumers diagnosing and repairing their goods—
