I would say yes. The Vietnamese government is, generally speaking, very sensitive to international pressure. They recognize that they have a need to integrate with the world economically, and security-wise as well, so they are very much sensitive to this. If we keep pushing and exerting pressure wherever we can, whenever we can, I think it will definitely help.
It has been helping. Imagine if there were no pressure, none whatsoever. Things would be 10 times worse in Vietnam, if not 100 times worse. So yes, we need that very much.
