If I can answer that, in terms of not just training but overall support, it is one of the items in our current international assistance policy to funnel money to and support local women's rights organizations as drivers of change. We think this is a very positive and admirable goal. One of the challenges is that there are still many bureaucratic obstacles standing in the way of reaching those organizations with our development assistance funding. That would be important to look at. How can we ensure that the groups on the ground are actually getting some of the support they need? That's one really crucial part, that we make sure that our practice matches our policy and our rhetoric on these issues.
