All of these things speak to the fact that we are talking about people who are in a particularly vulnerable space and are exposed to a number of immense risks. The more we see the humanitarian response diminishing in all of these contexts, the more we see all these needs increasing, and we see the risk exposure increasing as well. This is an imbalance that needs to be addressed.
