What I have a hard time understanding, but maybe you can just help me understand, is that if the average effective rate of the tariffs is 3% and if CUSMA were to go away totally, there would be an average effective rate of around 1.8% or maybe 2%, because you would go back to what it was like without a free trade deal. Why is no economist or any external actor considering a scenario where you would just pay an average effective tax rate across the board on every good going into the U.S. of 1% or 2%?
I've never seen anyone talk about that as a potential option. Is there a reason? Am I wrong in thinking that may be an option?
