Mr. Hamilton, the current framework relies on a risk-based approach using risk assessment and random selection to identify the shipments of goods that may have been produced by forced labour. With the introduction of Bill C-35, the agency would work from a targeted list of higher-risk products, with the onus on the importer to prove their goods are free of forced labour.
