But we prosecute, don't we? We have federal prosecutors for drug prosecutions.

Yes, we do that, but this sounds a bit like the American driving-while-impaired courts, where they put together the people who can be helped with rehabilitation, etc. In Oklahoma, if you're over 0.08 you are required to spend 28 days in treatment. That is a requirement under their law.
Now, that's the kind of thing that probably could be done more by the provinces, because they establish the programs to assess whether a person is capable of getting their licence back.
Bringing it all together would be a possibility. It might work. But I don't think we could mandate to the provinces, “You will have to do this.”
