That's what I'm proposing. However, you don't have to start off with a long list, as you did with terrorist groups. That's a very drastic measure. Perhaps we could name some others, but Hells Angels is the most obvious example of a group that has been convicted so many times and that has so much evidence of its criminal nature already established by juries or judges of our Canadian courts that I don't think we need any more evidence to establish that fact. It would be very simple to declare at least that organization to be a criminal one.
As for other organizations, perhaps we should wait until we have enough convictions and wait until the evidence is clear, but I think you could start off at least with the groups already identified clearly by court decisions that have been upheld. It wouldn't be a radical measure.
