Basically what we have here is, through volition.... I have to respect a member of the committee not answering a question that is in the air about how much will this cost. Whatever the reason, I have to respect members of committee for that; I think the chair is correct on that. There is no compelling the parliamentary secretaries—two of them—in the government to do so.
What I can't understand, Ms. Morency, is why you can't tell us what the figures are, because you know what they are. You're not disclosing a cabinet confidence, because only once it gets to cabinet does it become a cabinet confidence—
