Understood. That's why I made the distinction. I know your concerns about the application and implementation of the law, but I want to start with whether or not you are telling me that there is any flaw in the principle that I should be able to stop and arrest someone a day after that person has robbed me, when I can't get the help of a police officer? Is there anything wrong with that principle? I understand all about looking into the crystal ball and seeing there are cases where that might be abused, but is there a problem in principle with that law?
