I would again point to the Centre for Israel and Jewish Affairs' policy recommendation statement and its four steps. They write extensively on Germany as well as on some of the projects the UN has been involved with. I believe Mr. Fogel mentioned those as well.
I think there's a lot to be learned. Some of the European countries are definitely further along than Canada is in these areas, and there are certainly ways to create a made-for-Canada or made-in-Canada type of approach that also uses the lessons of other countries and the UN as well.
