I do. There are rules at the disposal of health officials to identify and control the very rare instances where there is intentional transmission. I would agree that, in my work as an epidemiologist working to get past the 90-90-90, using laws which criminalize non-disclosure are a direct and very significant barrier to our efforts to diagnose, treat and support the health and livelihood of people living with HIV. It would be in direct contrast to our public health effort.
