I think I was trying to move the yardsticks, even for those who.... As you mentioned, a murderer who is only in his twenties, in 40 years' time, the parents and the loved ones of the victim may be well on in their years or even no longer with us. Moving those yardsticks does save those families from having to attend those hearings. Still, remember that it's not always just the parents. Sisters, brothers and friends can attend those Parole Board hearings, and for victim impact statements, it's the immediate family members who make those statements.
