I think over the years we did get much better in terms of communicating and coordinating at the headquarters level. At the field level, it's very different, depending on the situation. In environments that you call “hostile”, I don't think that actually happens, because while we would inform the Government of Afghanistan, local government, and the United Nations what our activities were and where we were going, I don't know that we would go directly to the military and tell them, “This is our plan for next week and these are the areas we are going to go to”.
