I made mistakes in the field, and they made mistakes in the field, but the biggest mistakes to come out of that weren't by the UN. They were by every sovereign state that watched this thing happen and didn't do a damned thing to give us the capabilities to solve it. There was nothing apart from the 12 Canadians who came to me.
The mission for Libya, for example, went out of control because the Security Council was getting no information. It was run by NATO. If you're going to contract out to NATO, you're going to lose control of the situation. To me, that's not necessarily the best solution. Regional capabilities are far more significant, in my opinion.
