I want to set that aside and ask you whether you believe there should be an investigation into the broader circumstances here and that someone should be given the authority, either through a board of inquiry or through the appointment of an expert such as you, to suggest the changes that are really necessary here to restore the confidence of serving members that sexual misconduct will be treated seriously at the highest level.
