I don't know if I necessarily agree with the assertion of dual purpose. The security mandate is an additional and complementary mandate, and it leverages all of the Coast Guard assets on the water to be able to provide an additional service through the collection and receiving and sharing of information. As such, it's not an added risk to our Coast Guard employees.
