I encourage members not to use a point of order to debate because the debate is what Mr. Angus has the floor for. If a member would like the floor, they can wait their turn, or they can establish a new speaking order by challenging the chair's decision. We can then proceed with all committee members deciding on who the next speaker should be through that process, which is well established.
