This is an analysis done by the Parliamentary Budget Officer. The analysis states that, over 40 years, we will not be able to recoup the costs of Trans Mountain. Not only that, but we also have to collectively subsidize, with public money, the barrels that pass through Trans Mountain—if memory serves, we subsidize them to the tune of $7 per barrel. Therefore, users are not paying the true cost of using the infrastructure.
