I think that is a reflection of the maturity of the market. Large power consumers can achieve the greatest systems, or the utility can achieve the greatest energy savings through programs like that, whereas distribution to many different households can present a challenge in applying those same programs. However, as we look toward this energy future that we're discussing today, the expansion of the programs and policies that would help consumers participate in those and make contributions to the electrical system, and then also achieve either savings or some monetary or financial contribution.... I think those are in place, and they should be part of what we discuss when we talk about an electricity future.
