As I said in my opening statement, it's embarrassing that a country such as Canada has two of its largest provinces, Quebec and British Columbia—which are supposed to be energy-rich—importing fossil fuel-generated electricity from the United States. If you needed proof of the hypothesis that our national strategy on this has been an abysmal failure, I don't know what better proof we can find.
