I understand your mandate, but that wasn’t the purpose of my question. I will rephrase it to make it clearer.
A major issue we see in the federal public service is that the language requirements for different positions are often not met. For example, when a position requires knowledge of French, it’s accepted that a person who does not know French can be hired, provided that they learn French. However, we see that it’s very difficult. Often, the person is unable to learn it. We saw that in the case of the Governor General. We also saw it in the case of Michael Rousseau, the President and CEO of Air Canada. Clearly, he’s struggling to learn French.
Would you agree that, when hiring someone on the condition that they take French courses, when knowledge of French is a requirement for the position, we should check their skills after a certain period to ensure they have actually acquired a good knowledge of French?
