The Canadian Air Transport Security Authority is an independent organization that reports to the government. It is therefore up to CATSA to put measures in place to ensure an active offer of service in the passenger's language of choice.
However, I know that organizations talk to each other and have groups set up to establish best practices. They learn from each other through dialogue. These things are done on a regular basis.
