As I understand it, there are four provinces in Canada that have provincial-level tools to promote the growth of the French language: Quebec, New Brunswick, Ontario, and Manitoba. You are demonstrating to me that they are more active than the federal government, yet, the federal government is supposed to preserve bilingualism, English and French, throughout Canada, in all provinces and territories.
Isn't that an aberration?
