You're just looking at the data for English, and English is on the rise in Quebec. As for the rest of Canada, we're not even talking about it. Basically, the problem is that, outside of Quebec, English is the common language and the language of integration for immigrants. In Quebec, approximately 50% of newcomers choose English. The common language in Montreal is often English. To ensure the future of French, we would need to successfully integrate 90% of newcomers.
