The requirement to do special examinations of crown corporations exists within the Financial Administration Act, and for the vast majority of crown corporations, other than a couple of crown corporations, they each have to have a special examination done once every 10 years. It was the turn of these two organizations for the special examinations to be completed. There's a list of crown corporations.
