I can't say precisely which one is better or how much should be done under one avenue or another. That's something the department could explain. I think it comes down to starting out with identifying the capacity for private sector sponsors to sponsor refugees and whether that's sufficient. I think the department would have to explain to you how they manage that split between refugees that are sponsored privately and those that are sponsored by the government.
