It speaks to the recommendation around, in the design, really thinking about how to gather comparable and consistent information across the country, recognizing that everybody was starting in a slightly different place. How do you elevate it to talk consistently about it? I think it's about not having the data, and at times, it's about collecting some of the data but not consolidating it to talk about the global picture they have.
