Well, all of the agreements clearly call for the exchange of information. As mentioned earlier, an annual report is required, and funding can be delayed until that report is received. We definitely saw that happening. I think the focus needs to be on the content of what's in there so you can get some more consistent and comparable information from all the provinces in order to speak nationally about the program.
