I think it's important to step back. Child care is regulated by the provinces, and there are unregulated spaces and regulated spaces. All the federal government can gain access to is information on regulated spaces. There are certain rules, and you're going to have certain rigour and improve quality. The goal of this program was to increase affordable, quality, flexible spaces.
Yes, it would be bringing in new spaces. I agree that if I was a parent, I would say that there aren't six new spaces there.
I think that's one of the biggest challenges of being able to show whether or not this funding is really meeting the net objective of creating 250,000 new spaces.
