I wish I had a crystal ball and could tell you what would have happened. What I can tell you is there wasn't a clear agreement across the entire country that making spaces more affordable was needed, and federal funding has supported that. We have seen concerns around the long-term fiscal sustainability of this going on beyond 2026.
It's clear that it has supported meeting some of these objectives, but the federal government has a long way to go in being able to demonstrate that all of those objectives are being met. The act had more than just affordability in it.
