I don't have perfect data on utilization rates. It would vary from province to province. There has been a discussion with Ontario on their utilization rates, since they were fairly well documented in the Ontario Auditor General report. They have commitments that will be part of the extension agreement, not only on space creation but also on the utilization commitment.
