I already have the eligibility criteria in writing. They're included in paragraph 23 in our report. They were co-developed with first nations colleagues in the department.
Two were initial eligibility criteria. The organizations needed to have a financial administration law or bylaw to govern their finances, and then they also had to meet certain financial performance measures. The decision was that this would be evaluated by looking at audited financial statements.
