I don't know about a manual per se, but my team actively documents lessons learned, to be able to apply these next time.
Infrastructure is often a step or two behind, simply because we build to the requirements of the equipment that is being procured, so we're always looking for ways to keep pace with equipment acquisition to ensure that infrastructure is there in time. These are exactly the types of lessons we learn, document and build into the work we do going forward.
