This is a substantive amendment, Mr. Chair. We heard testimony that the commissioner should not be able to refuse to investigate a chair-initiated complaint. We heard that from the current chair. In this bill, the commissioner could refuse, and we agree it's important that it be changed.
We want to address the concerns that were raised by Mr. McPhail and move this amendment to clarify that the commissioner cannot refuse to investigate a chairperson-initiated complaint.
We think the opposition would probably agree with this.
