At Global Affairs Canada, when the person in question left to join NATO, normally, there should have been awareness of that person's behaviour and the complaint filed against them. That's what we can't understand. I think it will remain a mystery until we see the results of the investigation. However, this seems so major to us, Mr. Bilodeau, that we don't understand how this person was able to reach NATO.
