Collaboration would be working on the relationships already built between the Canadian Coast Guard and the coastal nations. There's a workforce there that's ready to be developed. It's actually already developed. All we need now are some shared standards to include them in an integrated workforce that will help with workforce development and coastal security.
After talking to Dr. Church, they could also be collecting data as another source, another group, to support the lands and waters that they know best.
