In your report, you recommend a new amount of $40 million, and you say it represents 1% of the total envelope. You know money doesn't grow on trees, so is it better to add $40 million and risk not getting it, or to reduce other amounts from the total envelope and spend that money on research in French?
If we reduce research in English, we will increase the proportion of research in French. The $40 million will therefore be taken from the existing envelope. That may be a quicker, more tangible step.
