As someone who is not an expert in this area, I couldn't say to whom to attribute the blame, where it belongs, but I would say that what I would like to see is bail reform. As well, I would like to see that when bail is being offered to perpetrators who are at risk of violent reoffence, that risk is noted and recognized.
