There is often an assumption that shelters are stable, controlled environments, but the day-to-day reality can be much more unpredictable, especially when staff are managing complex behaviours and safety concerns.
How much control do staff actually have with regard to maintaining order and safety, and what impacts do burnout and fatigue have on maintaining safe environments?
