If section 810 of the Criminal Code is not effectively being applied within the justice system to protect women victims of intimate partner violence, would it be safer for women if these violent offenders were kept behind bars rather than being released on bail? Would this improve the safety of shelter spaces, especially if the locations of shelters were made known to the abusers?
