It's such an easy question to answer.
One of the things is that we are on the highway. The highway has to come through Thunder Bay, so there's lots of access for transporting people.
We also have the water right in front of us, so you can use the shipping methods of moving women across the water. That form is definitely alive and well here.
We also have a number of gangs. They're from the Ottawa and Toronto regions, mainly. They are very active in Thunder Bay in substance use. Although the local police and the Ontario Provincial Police work collaboratively to try to get a handle on that, our courts are definitely backed up with these perpetrators. It really provides the ground for this kind of work to happen.
It is a difficult situation, for sure. It isn't getting any better here in the north.
